The AMP has identified Julio E. Monagas Park, that requires repair or restoration work, to return it to its pre-disaster design, function, and capacity in accordance with applicable codes and standards; and is hereby looking for general construction contractors to execute the program. The works to be performed for the facility is detailed in the Bid Documents. Project are already claimed by the Municipality in accordance with the Public Assistance Program for DR-4339-PR (Hurricane Maria) and has been considered by the Federal Emergency Management Agency (FEMA). After creating your user account and completing the registration process, you will have access to the auction documents of interest. In addition, they will have the benefit of receiving notifications of all auctions that the Municipality of Ponce calls prospectively. Proposal will not be accepted if the tender documents were not obtained through the “Streamline” Platform or collected in person. Offers submitted as original containing a digital signature will not be accepted. The signature must be in ink or indelible pencil. Also, you can obtain the digital conditions and specifications by visiting the Auction office located on the Second Level of the Complejo Ferial de Puerto Rico – Juan H. Cintron on the dates mentioned above from 9:00 in the morning to 3:30 in the afternoon (the Auction Office will remain closed on the days granted by the government). No printed specifications will be provided nor will specifications be sent by facsimile or email. A non-compulsory pre-bid meeting for both Bid Packages will be held on Tuesday, August 4, 2026, at 2:00pm via zoom, link to access the meeting will be sent to registered bidders via email. A mandatory site visit will be held on Friday, August 7, 2026, at 9:00 am. Additional site visits are the responsibility of the contractor and, if required, should be coordinated through the AMP’s Auction Office. BID BOND: Each bidder must submit a bid bond equivalent to five percent (5%) of the total bid amount, in favor of the Autonomous Municipality of Ponce, via certified check, manager’s check, money order, or certificate from a duly authorized insurance company licensed to operate in Puerto Rico. The bond must guarantee the proposal and be valid for no less than one hundred twenty (120) days, which must be stated in writing in the bond text. Alternatively, a receipt of payment from the Municipal Collections Office, duly signed by the collector, may be submitted. Cash inside envelopes will not be accepted. Bond payments must be made at the Collections Office located on the first floor of the Fernández Building on Marina Street. Bids must indicate Bid Number, date and time of Bid opening, and name and address of Bidder. Bids must be signed in original ink or indelible pencil by the tenderer or his authorized representative. Bidders must demonstrate economic solvency and fiscal responsibility. Participating bidders shall be responsible for revising and evaluating the bid packages, and shall submit questions on or before Friday, August 14, 2026, at 3:30 p.m. to the above-mentioned emails. Questions will be answered on or before Monday, August 24, 2026, via email. The deadline for submitting proposals, in original, recorded, and one copy, same as the original, in a sealed envelope, is Wednesday, September 16, 2026, on or before 2:00 p.m. at the Auction Office. Proposals received after this date or time will not be considered and will be returned unopened to the proposer. The opening date and time are Thursday, September 17, at 2:00 p.m. at the León Mayor Hall, located in the Autonomous Municipality of Ponce, Juan H. Cintrón Convention Center (Complejo Ferial). All bidders must comply with the applicable requirements of Act No. 107 of August 14, 2020, known as the “Puerto Rico Municipal Code,” as amended, the corresponding Municipal Ordinances, and Act No. 2 of January 4, 2018, as amended, known as the Anti-Corruption Code for the New Puerto Rico, as well as applicable federal laws and regulations. Additionally, each bidder must be in “Good Standing” to provide services to the Municipality, the state, and the federal government. Potential Bidders must be registered in the System for Award Management (SAM) and provide evidence of an Active Status with a SAM Unique Entity ID at the time of the proposal’s submission. Award will only be issued to Entities, which are cleared, and not ineligible for award of a contract due to suspension, debarment, or HUD’s imposed Limited Denial of Participation List.
